China has set ambitious targets in its 15th Five-Year Plan for the auto industry, aiming for electric vehicles and hybrids to make up 70% of new passenger car sales and 40% of commercial vehicle sales by 2030, while promoting the large-scale rollout of autonomous driving and elevating domestic automakers among the global top 10.
Although China easily surpassed its previous EV penetration targets, with new energy vehicles already accounting for 65% of car sales in August, the domestic auto sector faces headwinds including a 21% drop in vehicle sales over the first eight months and an intense price war squeezing profit margins and raising safety concerns.
To address overcapacity and safety risks, regulators plan to deepen industry reforms by encouraging consolidation and the exit of inefficient manufacturers, introducing stringent safety rules, and advancing standards for next-generation battery chemistries like solid-state cells alongside metal recycling improvements.
