日本计划补助大学设立「企业出资」学系与研究机构,以强化产学合作与培育高技能人才。每案补助最高可达 10 亿日圆(约 640 万美元),用于共建研究中心的设置与营运,并搭配企业捐款。

经产省目标最早于 2027 会计年度启动。资金来自政府在 2025 与 2026 会计年度预算中,编列的 125 亿日圆产学合作支援经费;补助对象涵盖公私立大学,研究领域将依周边产业与企业需求选定。

政策也回应区域产业的人才缺口:例如北海道、九州为半导体聚落,对在地大学培训制造人才需求高。学生可获更实务的课程、奖学金与实习并提升就业率;企业则透过招募与前沿研发合作取得优势。

Japan plans to subsidize corporate-funded university departments and research institutes to deepen industry–academia collaboration and expand a skilled labor pipeline. Projects can receive up to ¥1 billion (about $6.4 million) each to set up and run joint research centers, alongside corporate donations.

METI says the program could start as early as fiscal 2027, financed from ¥12.5 billion earmarked in the government budgets for fiscal 2025 and 2026. Both public and private universities are eligible, and targeted fields will be chosen based on nearby local industries and business demand.

The plan emphasizes workforce pressure in strategic sectors: Hokkaido and Kyushu are cited as semiconductor hubs needing local training capacity. It also borrows from Taiwan and South Korea, where institutes at National Taiwan University and NYCU partner with firms like TSMC, reflecting labor shortages and strong company demand; internships often convert into hiring after graduation.
