AI Forensics conducted a six-week study earlier this year across 16 Italian and Spanish Telegram communities, analyzing nearly 2.8 million messages. The analysis found more than 24,000 members posting 82,723 images, videos, and audio files. The report identified 13 types of abusive content, primarily targeting women and girls including celebrities, influencers, and people known to the perpetrators, many of whom were acquaintances. Silvia Semenzin said most victims were ordinary women who were often unaware that their images were shared or manipulated, and the findings extend AI Forensics documentation of similar Telegram abuse behavior as far back as 2019.

Across the dataset there were over 18,000 references to spying content, with posts advertising 'access to phone gallery and extraction of photos and videos', 'anonymous social media hacking,' and spying on a partner. Trading and subscriptions for these services commonly cost between €20 and €50, with subscriptions starting at €5 per month. In some Spanish-language groups, dozens of abusive images appeared every hour. The observed material included folders claimed to contain child sexual abuse material, depictions of incest and rape, non-consensual intimate images, and deepfake nudifying services.

Telegram said it removes millions of pieces of content per day using custom AI tools and that it blocked nearly 12 million groups this year, with more than 153,000 linked to child sexual abuse materials, averaging over 1,000 per day. The platform also says it has over 1 billion monthly active users and is taking down such content swiftly. Pavel Durov remains under criminal investigation in France, while Telegram is also under pressure amid access and legal pressure in Russia. AI Forensics treats this as only a sample of a larger phenomenon: similar ecosystems have appeared in China with groups of up to 65,000 members and in prior cases in Germany, Portugal, and London-related contexts, and both Salvatore Romano and Adam Dodge argue that Telegram’s anonymity, speed, and scale make these online abuses harder to disrupt.
