A hacker group called stegan0gram physically dismantled and reverse engineered a roadway-mounted Flock Safety camera, successfully copying its internal storage and recovering an encryption key from an unencrypted partition to unlock thousands of vehicle detection videos. The extracted files were shared with 404 Media and WIRED for a joint investigation, piercing Flock's claims of on-device encryption and revealing the precise mechanics of its surveillance technology.

Technical analysis revealed that the device runs an Android operating system with around 20 proprietary Flock apps, explicitly detecting pedestrians alongside vehicles, license plates, and bicycles. Across roughly 21 days of recovered logs, the single camera photographed about 50,200 vehicles and generated 1.6 million images, occasionally mistaking bumper stickers or patches for license plates while showing no active evidence of facial recognition deployment.

This breach underscores intensifying public pushback against Flock's nationwide surveillance network, which has drawn fierce scrutiny over controversial police searches involving out-of-state abortion investigations and federal immigration enforcement. While Flock condemned the tampering as illegal, the recovered logs also exposed significant device-level instability, including tens of thousands of storage-exhaustion crashes, fueling ongoing national debates over ubiquitous surveillance.
