在 Xi Jinping 与在野党领袖 Cheng Li-wun 会谈后，中国于 2026 年 4 月 13 日公告了对 Taiwan 的一系列政策激励。官方声明指出，北京将放宽台湾农产品与渔产品销售、便利台资企业投资中国，并推动部分赴台出境旅游的恢复，并将此定位为推进两岸和平发展。同时，中国亦表示将探索在 Kuomintang（KMT）与中国共产党（CCP）之间建立常态化沟通机制。
台湾市场迅速作出反应，观光与农业相关股市于周一上涨，台湾旅游子指数一度涨至 3.2%，并且超越大盘，Phoenix Tours International 则涨停至 10% 的日涨幅上限。台湾主管大陆事务机关声明称，任何常态化沟通都不能违反 Taiwan 法律，并质疑对方的经济让利可随时撤回，本质上具施压性。台方亦指出，这些举措多属 2008 至 2016 年北京友好之 KMT 政府时期政策的重启，且其中若干项目（如个人赴台）在 DPP 任期未能实施。
从战略面看，中国此举延续了以接触台湾在野力量、同时对 Lai Ching-te 领导的 DPP 总统府维持压力的路线。Lai 已重申 Taiwan 对阵营交流持开放态度，但不能以民主与国家利益为代价。自 2019 年起（兼及 COVID-19 期间）两岸民间往来，尤其是观光，长期受阻：北京停止了大多数个人旅游签证与团体旅游。台北与北京互相指责对方，台湾要求透过正式机制并以有序、健康方式重启，正式政治沟通仍处于冻结状态。
After talks between Xi Jinping and opposition leader Cheng Li-wun, China announced a series of policy incentives for Taiwan on April 13, 2026. An official statement said China would ease sales of Taiwan’s agricultural and fishery products, make Taiwan’s investment in China easier, and promote resumption of some outbound travel to Taiwan, presenting this as support for peaceful cross-strait development. It also said it would explore a regularized communication mechanism between the Kuomintang (KMT) and the Chinese Communist Party (CCP).
Taiwanese tourism and agriculture-linked shares rose on Monday, with the tourism sub-index climbing as much as 3.2% and outperforming the broader benchmark, while Phoenix Tours International hit the 10% daily limit. Taiwan’s agency for China affairs responded that any regularized communication must not violate Taiwan law, and warned the incentives could be withdrawn at any time and were coercive in substance. Taiwan also said the measures largely revive policies first announced while a Beijing-friendly KMT was in power from 2008 to 2016, with some—such as individual travel to Taiwan—never implemented under the DPP administration.
Strategically, China’s move fits a pattern of engaging Taiwan’s opposition while avoiding direct official engagement with President Lai Ching-te’s Democratic Progressive Party (DPP), which Beijing views as pro-independence. Travel and people-to-people links, especially tourism, have been disrupted since 2019 and during COVID-19, after Beijing halted most individual permits and group tours. Taiwan says reopening should proceed in an orderly, official-consultative process; China is accused by Taiwan of creating obstacles by restricting outbound tourism. As a result, formal political communication across the strait remains effectively frozen.
