People familiar with the matter said government agencies have started requiring approval before travel abroad for advanced AI workers deemed strategically important, with those affected including founders, researchers, and executives.

The move shows Beijing treating elite AI engineers as strategic assets. Much of China’s best AI talent emerged after ChatGPT, mainly at tech giants and private startups. Unlike older passport controls aimed mostly at state-company executives, college researchers, or nuclear scientists, the new approach can depend on a person’s critical importance to the country, not just seniority or employer.

The policy could make it harder for Chinese AI firms to recruit and retain talent and may deepen concerns about state intervention in the sector. It follows broader worries about technology leakage after the Manus case, when Beijing moved to curb US investment in sensitive tech firms; the Financial Times reported that two Manus co-founders were barred from leaving China while the acquisition was investigated.
