Fouquet argues Europe is underperforming despite a huge market and coveted engineers because regulation leads and innovation follows—especially with AI being regulated first. He also criticizes Western export controls aimed at slowing China: ASML cannot ship its most advanced tools to China, and only equipment comparable to what it sold to Western customers more than a decade ago is allowed. He warns such constraints will accelerate Chinese self-sufficiency and competitors; with 1.4 billion people, China will not accept a technology cutoff.
He defended ASML’s €1.3 billion (about $1.5 billion) investment in French AI startup Mistral as a way to use AI inside ASML, not to create a European AI champion or set up an acquisition. He sees AI speeding development cycles and improving customers’ operations: one scanner can generate several terabytes of data per day, and its supporting metrology system produces roughly the same. If AI turns that data into higher yields and less downtime, the payoff is large—yet buying Mistral outright would distract it from AI to serving ASML.
