人工智慧企业目前在极度悲观与盲目乐观之间摇摆,但这两种态度都无法真正解决问题。科技巨头必须正视劳工对失去生活水准与工作尊严的合理担忧,而不应仅将其视为监管阻力,因为民主的终极目标在于提升人民的经济尊严。

我们不应等到最坏的情况发生才采取行动,而应立即推动有利于劳工的企业与公共政策。科技公司应做出承诺,在 AI 导致工作流失时优先对员工进行重新培训与内部转岗,而非直接解雇,这可参考历史上企业与工会合作设立的「自动化基金」。

美国政府可设立「转岗税收抵免」,并透过企业附加税或 AI 运算税来筹集资金,以鼓励企业选择培训而非裁员。尽管该政策可能存在漏洞,但透过严格的审查与收回机制,我们能确保 AI 科技用以提升大众的经济安全与尊严,而非仅富裕少数人。

Major AI companies are currently vacillating between extreme pessimism and blind optimism, neither of which addresses the real issues. Tech giants must take workers' legitimate fears of losing their living standards and dignity seriously, rather than viewing them merely as regulatory hurdles, as the ultimate goal of a democracy is to uplift the economic dignity of its people.

Rather than waiting for the worst to happen, we should immediately advance corporate and public policies that favor workers. Tech companies should make commitments to prioritize retraining and redeploying employees when AI leads to job displacement instead of resorting to layoffs, drawing inspiration from historical "automation funds" co-created by corporations and unions.

The US government could introduce a "redeployment tax credit" funded by corporate surtaxes or compute taxes to incentivize companies to choose training over layoffs. Although such a policy may have imperfections, strict review processes and clawback safeguards can ensure that AI is structured to raise the economic security and dignity of the general public rather than just enriching a select few.
