On Sunday in Jalisco, Mexico killed Nemesio Rubén Oseguera Cervantes (“El Mencho”), leader of CJNG. He and six associates were killed; three soldiers wounded. Authorities said they seized weapons, including rocket launchers, using U.S. intelligence. President Claudia Sheinbaum and U.S. Deputy Secretary Christopher Landau praised the strike, though the U.S. embassy still ordered Americans to shelter in place. Immediately after, armed groups burned vehicles, blocked roads and fought police in Jalisco; 20 Banco del Bienestar branches were hit. Coparmex advised people to stay home; schools, some transit and soccer matches in Guadalajara and Querétaro were suspended.

Oseguera, a former Michoacán police officer deported from the U.S., helped found CJNG around 2009, turning a former Sinaloa rival into a major exporter of cocaine, methamphetamine and fentanyl. The cartel now also profits from fuel theft and crude-oil smuggling and ships drugs to Australia, Canada, Europe, Africa and South America. Mexico’s reward for actionable information rose to $15 million in 2024. Mexico has responded to U.S. pressure by deploying thousands of national guards to the north border, increasing seizures, and handing over almost 100 prisoners, including Rafael Caro Quintero, to the U.S.

The unrest spread to other states such as Michoacán and Guanajuato and to Puerto Vallarta, where flights were turned back; Volaris, Viva Aerobus and Air Canada suspended service, while Canada raised travel caution. Pharmacies and convenience stores were attacked. A Sinaloa cartel feud left that state with one of Mexico’s highest homicide rates, while Joaquin “El Chapo” Guzmán remains serving life in U.S. custody. Security experts said the backlash showed cartels’ capacity and power; this has grown into a state challenge, also reflected in the earlier arrest of the Tequila mayor for extortion links.
