Japan is considering regulating the trading card market as skyrocketing card values, reaching millions of dollars, have fueled counterfeiting and money laundering. A ruling Liberal Democratic Party group established to examine the issue stated that trading cards are no longer simply consumer products, and the market's rapid expansion has created problems that cannot be ignored.

Card collecting has evolved from a schoolyard hobby into a lucrative global market, with individual cards worth millions of dollars. A rare Pokémon card owned by YouTuber Logan Paul sold for approximately $16 million in February. Japan's domestic market grew 90% to ¥338 billion ($2.1 billion) in the four years leading up to 2025, and the government is concerned that card values are largely determined by a US company despite the Japanese origins of franchises like Pokémon and Yu-Gi-Oh.

LDP lawmaker Seiji Kihara, who chairs the new caucus, aims to support Japan-originated intellectual property and content while avoiding the strict regulations that previously hampered the domestic cryptocurrency industry and pushed it overseas. The group will formulate policy recommendations on appropriate rule-making and industry promotion, and plans to consult with manufacturers and other industry participants.
