尽管美国威胁对与伊朗有业务往来的国家实施经济惩罚,但专家质疑这些针对特定私人企业的制裁效果有限。同时,中国外交部重申,中伊合作在国际框架内进行,不应受到干扰或破坏;香港政府则表示仅执行联合国安理会的制裁,不配合单边制裁措施。



The US Treasury Department launched a new round of sanctions against Iran dubbed "Operation Economic Outcast," blacklisting dozens of individuals and entities to sever Iran's remaining financial lifelines. These measures primarily target businesses located in China and Hong Kong, while deliberately avoiding harsher sanctions on major Chinese financial institutions.

A key focus of this sanctions package is a technology procurement network based in Hong Kong. The US alleges that these companies acted as intermediaries to help Iran acquire laser-optics equipment and other sensitive technologies used for nuclear research and missile development. Additionally, various logistics and trading intermediaries were accused of facilitating the transfer of funds and goods for Iran.

Although the US threatened economic penalties against countries doing business with Iran, experts question the effectiveness of these sanctions on specific private entities. Meanwhile, the Chinese Foreign Ministry reiterated that cooperation between China and Iran is conducted within the international framework and should not be disrupted, while the Hong Kong government stated it only enforces UN Security Council sanctions, not unilateral measures.
