The proposed US-Saudi nuclear cooperation deal represents a significant departure from historic American non-proliferation standards, in sharp contrast to the 2009 agreement with the United Arab Emirates (UAE). Under that earlier "gold standard" framework, the UAE forgave domestic uranium enrichment and reprocessing while accepting the Additional Protocol, ultimately constructing 4 nuclear reactors that currently generate 25% of its electricity. In contrast, the proposed deal with Saudi Arabia omits explicit bans on enrichment, opting instead for a 2-year joint feasibility study that could lead to American-built enrichment infrastructure on Saudi soil without mandatory Additional Protocol adherence.

Strategic and economic motivations drive the agreement despite considerable geopolitical risks. Saudi Arabia experiences extreme summer power demands and seeks nuclear energy to reduce the inefficient domestic burning of crude oil, thereby releasing higher volumes for international export. For the United States, the arrangement aims to preempt expanding Chinese and Russian nuclear influence in the region. However, the lack of strict safeguards has drawn intense criticism from security analysts, with congressional opposition facing high procedural hurdles as a two-thirds majority would be required to override a presidential veto.

From a global non-proliferation perspective, the deal threatens the nuclear Non-Proliferation Treaty (NPT) framework, which has successfully restricted non-signatory nuclear expansion to just 4 nations since 1968. Granting enrichment latitude to Saudi Arabia risks provoking broader regional and global proliferation pressures, potentially prompting defense debates in nations like South Korea and Japan. As the 2-year study defers the final decision on enrichment infrastructure to the next presidential administration, the current terms nevertheless signal a dangerous weakening of international nuclear compliance norms.
