Second, the U.S. government should help American companies lower prices on older models matching Chinese performance—noting that China's top models trail U.S. benchmarks by only a few months, with Moonshot AI's July release approaching Claude and ChatGPT performance levels. Third, Washington should fund infrastructure for American AI abroad, reduce domestic regulatory and energy costs, and finance development programs to bring AI benefits to developing nations—directly competing with Xi Jinping's July 17 announcement at the Shanghai World AI Conference of China's own development initiative.
