In a population of 1.4bn, about 300m people smoke, with nearly half of adult men smoking versus just under 2% of women. Together they consume 40% of the world’s tobacco, yet WHO data show China’s tobacco consumption has fallen only 4% since 2000 compared with a 13% global decline.

That scale benefits the state-owned China National Tobacco Corporation (CNTC), which produced about 2.4trn cigarettes in 2023; relative to rich-world prices, the cheapest pack of 20 typically costs 15 yuan ($2). The toll is likewise huge: up to 2.6m Chinese die early each year from smoking-related illness (roughly Chicago’s population), accounting for 23% of annual deaths versus 10% in America, and the Tobacco Atlas puts annual treatment and productivity losses at about $300bn.

On policy, China expanded tobacco-ad bans in 2015 to billboards and public transport, then launched “Healthy China 2030” in 2016 calling for smokers to fall below 20% of adults by 2030 (down from 24.4% in 2015 to 22.9% today). But tobacco taxes have provided almost 7% of central-government revenue since 2000, making higher excise politically costly; in 2015 CNTC cut margins to blunt intended price rises, pricing is overseen by a regulator led by CNTC’s boss in a shared office, and with patchy enforcement across roughly 250 city bans plus incomes rising faster than prices, cigarettes have become more affordable.
