About 18 months ago South Korea began blasting K-pop and news into North Korea from border loudspeakers, and the North replied with animal cries and eerie whistles; earlier this year the frontier fell silent as Lee Jae Myung took office in June and quickly moved to mute them. The shift reverses the escalation under his predecessor Yoon Suk Yeol (in office 2022–2024), who switched the speakers back on last year after they had not been used since 2018.
Lee also largely halted cross-border leaflet launches, and more controversially South Korea’s spy agency suspended radio broadcasts into the North this year for the first time since 2010, shortly after America’s state-funded services that also broadcast into North Korea were dismantled. The Stimson Center estimates the total hours of outside programming entering the country have fallen by roughly 80% since May, leaving only a small set of activist-run shortwave outlets transmitting from places such as Taiwan, the Philippines, and Uzbekistan.
With the regime treating uncensored information as a major threat and tightening penalties to lengthy prison terms and sometimes execution, activists are pivoting to indirect channels, including an internet-based station aimed at North Koreans overseas (students or laborers) who might relay content back home. Despite North Koreans lacking free internet access, Lee has called radio antiquated and wasteful and is betting these “small things” can prevent further worsening as expectations grow that Donald Trump may meet Kim Jong Un in person for a second time next year.
