Costs and politicization metrics are also worsening: at least 32 people died in ICE custody last year, the highest since 2004, amid a hollowing-out of internal oversight; historical parallels cite 15 killed in 1918 by Texas Rangers and at least 30 killed after federal deployment in 1894. Critics fear paramilitarism and November midterm intimidation, yet the targeting looks political in the numbers: Pew’s 2023 estimate puts Minnesota at about 130,000 undocumented immigrants (24th of 50) versus about 10,000 in Maine, and the “worst of the worst” claim weakens as the share of arrestees who were convicted criminals fell from 62% when Biden left office to 30% by November; after Pretti’s death, YouGov found more support than opposition for abolishing ICE, including 47% of independents.
