面对全球秩序重建以及来自美、中的强烈竞争,欧盟正逐步推进根本性变革以维护其财富与地缘政治影响力。彭博经济研究指出,若欧盟不采取扩大企业规模、整合市场及加强联合投资等措施,其经济规模到2040年恐将落后美国7兆欧元;反之,若顺利实施改革,欧盟的经济成长率有望翻倍,与美国并驾齐驱。

为了应对危机,欧盟各国与企业已开始采取实际行动。欧盟正修订竞争法规以促进跨国企业合并,包括银行业与电信业的整合,并提供数十亿欧元贷款以推动联合军事采购。此外,欧盟六大经济体正致力于推动统一资本市场,而科技巨头也开始向欧洲的AI数据中心注资。

然而,欧盟的改革之路仍面临重重挑战。各国在共同债务(欧元债券)的发行上意见分歧,德国等国强烈反对财政扩张,且部分国家对向欧盟监管机构让渡权力仍持保留态度。同时,欧洲还需克服人口老化、高额养老金负担以及内部市场零碎化等历史包袱,才能真正转型为具备全球竞争力的经济体。

Facing a reshaping global order and intense competition from the US and China, the European Union is gradually advancing fundamental changes to preserve its wealth and geopolitical influence. According to Bloomberg Economics, without measures to scale up businesses, integrate markets, and boost joint investments, the EU’s output could fall €7 trillion behind the US by 2040; conversely, successful reforms could double the bloc's growth rate and keep pace with the US.

In response to these challenges, EU nations and corporations are initiating concrete actions. The EU is revising competition rules to encourage cross-border mergers in sectors like banking and telecommunications, while providing billions in loans to promote joint military purchases. Additionally, the bloc’s six largest economies are pushing to unify capital markets, and tech giants are starting to invest heavily in European AI data centers.

However, the EU’s path to reform faces significant obstacles. Member states remain deeply divided over the issuance of joint debt (eurobonds), with Germany strongly opposing fiscal expansion, and some countries hesitant to cede regulatory authority to EU regulators. Moreover, Europe must overcome structural hurdles such as an aging population, heavy pension burdens, and fragmented internal markets to truly transform into a globally competitive economy.
