After being dry since the 1950s, Saudi Arabia opened its first liquor store two years ago for non‑Muslim diplomats, then in November quietly expanded access to expats with a “premium” residence visa or salaries above 50,000 rials ($13,332) a month.

Inside, phones are sealed and a bottle of Johnnie Walker Black Label costs 464 rials—about 2–3× a British supermarket price but only one‑third of Riyadh’s former black‑market level.

The points quota allows up to 200 bottles of wine or 50 litres of whisky per month, yet use and sharing rules remain unclear as social restrictions have loosened unevenly over the past decade, including a 2019 end to mandatory abayas while fines still vary by place and enforcer.
