On policy and posture, Spain has been the most confrontational: it barely met NATO’s existing 2% of GDP defense benchmark yet rejected the new 3.5% target; Italy restricted US aircraft from a Sicilian base; France offered selective support by sending fighters to assist UAE drone shoot-downs and a carrier to protect Cyprus, while Britain opened its bases only later to defend neighboring states from retaliation. Since the campaign began, Iran has allowed only a handful of ships to leave the Strait of Hormuz, even though the waterway carries about one-fifth of global seaborne oil and similar shares of liquefied natural gas and fertilizer.

Before the ceasefire, Britain and France diverged over conditions for a convoy mission, with France pressing to lead it while excluding the US and possibly inviting India or China, and Britain arguing that if Iran kept control, only US-led command could secure allied forces. Former US ambassador Ivo Daalder says the past three months inflicted more damage than any other three-month period in NATO’s history, and observers expect the July Ankara summit to either stabilize matters by strengthening the European pillar or prepare for partial US disengagement, including troop relocation and command changes.
