Oleksandr Tolokonnikov, deputy head of the Kherson regional administration, observed that netting offers maximum pragmatic safety for remaining residents. Warning European leaders during recent defense briefings, Tolokonnikov concluded that European cities remain critically unprepared for modern drone warfare, with many jurisdictions lacking comprehensive plans to counter these low-altitude aerial threats.
