论坛背景包含对中国外部不平衡的压力:其贸易顺差去年创下1.2兆美元(US$1.2tn)新高,欧洲忧虑低成本进口挤压就业,而五年规划延续制造业导向的高科技产业政策也加深西方对产能冲击的疑虑。中国人民银行行长Pan Gongsheng则以「全球再平衡」为题反驳「补贴致胜」论,将竞争力归因于改革、庞大内需市场、供应链与研发能力,并指部分国家长期逆差与「单一主权货币」主导的国际货币体系相关。

At the China Development Forum in Beijing, China framed itself as a “harbour of stability” for global CEOs. Premier Li Qiang told more than 70 executives at the Diaoyutai State Guesthouse that China offers an “unmatched” supply chain and a predictable business environment, pledging to be a “cornerstone of certainty” amid rising trade protectionism and disruption to the rules-based order. Beijing also used the gathering to sell its latest five-year plan through 2030 as an opening for foreign investment, implicitly contrasting China’s focus on development with a US described as bogged down in conflict with Iran.

The pitch comes as anxiety grows over China’s external imbalance: its trade surplus hit a record US$1.2tn last year, fuelling European fears that low-cost imports are eroding jobs. The plan’s continued emphasis on manufacturing-led high-tech industrial policy heightens concern about additional shocks to western factories. Central bank governor Pan Gongsheng defended export competitiveness as stemming from reforms, market scale, supply-chain strength and research capacity rather than subsidies, and linked some countries’ persistent deficits to an international monetary system dominated by a single sovereign currency.

Invitee composition underscored the forum’s reach and sector tilt: US executives were 45% of the list, Europeans 36%, and the remainder from Asia, Australia and elsewhere; financial services accounted for about 22% of invitees, while energy was only about 4%. Attendees included Tim Cook, Sergio Ermotti and Georges Elhedery, and Cook spoke after Li about opportunities such as education. Separately, Xi Jinping was not expected to meet top executives this year, Trump postponed an expected April 1 meeting with Xi, and vice-premier He Lifeng hosted a dinner largely for Europeans where overcapacity and risks to European industry were discussed.
