The European Union is establishing an emergency task force to address escalating geopolitical crises, with a particular focus on a potential trade conflict with China as a truce over rare earth export controls approaches its expiry in October. The task force will draw staff from key Commission departments including industry, trade, financial services, and the central unit under President Ursula von der Leyen's direct oversight. It is expected to convene for the first time in September.
China dominates the global rare earths market, accounting for 66 per cent of mined supply and 88 per cent of refined output. A one-year agreement reached last October between Presidents Xi Jinping and Donald Trump to lift bans on certain rare earth magnet and raw material exports is set to lapse later this year. The EU also faced a semiconductor supply crisis after a dispute involving Nexperia's Chinese owner and the Dutch government, which temporarily forced Brussels to ease sanctions on another Chinese chip supplier to prevent shortages in the automotive sector.
The Commission is preparing a proposal on reducing supply chain dependencies, which may include an export tax on aluminium scrap to boost domestic recycling, measures to increase rare earth magnet recycling within the bloc, and a diversification law compelling companies to reduce reliance on single suppliers of critical inputs. Trade Commissioner Maroš Šefčovič has warned Beijing that Brussels will act unless progress is made in reversing the approximately one-billion-euro daily trade deficit.
