华为参股企业正快速扩张产能并进行大规模并购。江苏宏和科技(HHCK)以16亿元人民币收购国内环氧树脂材料第一名企业,扩大封装材料规模并强化国产化替代,并由华为持股2%。Vertilite(华为持股4%)9月启用5.5亿元新厂生产光通信化合物半导体,用于华为AI服务器。Winscene、Aerotech等亦在上海与河北扩建光刻胶与气体管道设备工厂。EDA软件领域虽受美方出口管制,但本土龙头Empyrean正与华为密切协作进行开发和验证。

国家层面配套资金显著扩张。中国提出2025–2030年加速高科技自主化目标,已设立470亿美元半导体基金,并预计2026–2028年在300毫米晶圆设备投入940亿美元,超过全球其他地区。尽管华为主导的“全链条国产化”路线仍落后于美国依赖全球协作的模式,但其规模化投资清晰指向打造完全自给的AI与高端芯片供应体系,其技术追赶速度仍待观察。

China’s Huawei-linked semiconductor firms are expanding aggressively through acquisitions and new capacity to build an independent supply chain. Since US sanctions in 2019, Huawei created investment platforms such as wholly owned Hubble, which has invested in more than 60 chip-related companies intended to co-develop technologies and production capabilities. Huawei’s Ascend AI chips, showcased in CloudMatrix 384 servers at a tech fair that drew roughly 450,000 visitors, anchor this strategy, with researchers stressing US restrictions as a driver of domestic self-reliance.

Portfolio companies are scaling rapidly. Jiangsu HHCK Advanced Materials acquired a top domestic competitor for RMB 1.6 billion, expanding chip-packaging resin capacity; Huawei owns 2%. Vertilite, 4% owned by Huawei, opened a RMB 550 million compound-semiconductor plant in Jiangsu. Winscene (photoresist) and Aerotech (valves and gas piping) are building or expanding facilities in Shanghai and Hebei, with Huawei holding small stakes. In EDA software—once under US export control—domestic leader Empyrean is collaborating closely with Huawei on development and verification.

China is backing the effort with major state financing. In line with its next five-year plan, Beijing aims to accelerate high-tech self-development and has created a USD 47 billion semiconductor fund. From 2026–2028, China is projected to invest USD 94 billion in equipment for 300-mm wafer production, the highest of any region. While US firms such as Nvidia leverage global partnerships, China still trails technologically as it pursues a Huawei-centric, fully domestic supply chain for AI and advanced chips. How far China can close the gap remains uncertain.
