Peter Thiel, Larry Page, and Sergey Brin, among California’s roughly 200 billionaires, have reacted loudly to a proposed statewide ballot measure that could tax them in November, and have begun moving business to low-tax havens such as Florida and Nevada. In a matter of weeks, the possibility alone has roiled business and politics in America’s biggest state, with opponents already spending millions through a new political outfit to stop or divert the measure.

The Billionaire Tax Act would impose a one-time 5% wealth tax on California residents whose net worth exceeds $1.1bn, aiming to backfill federal cuts to the state’s Medicaid programme. It would allocate 90% of revenues to health care and 10% to education and food assistance, while supporters must gather nearly 900,000 signatures by June 24 to make the ballot.

California’s Legislative Analyst’s Office warns that a one-time wealth tax could imperil the general fund in the long term, especially since as recently as 2022 nearly 40% of the state’s personal income taxes were paid by the top 1%. Critics also argue that taxing illiquid wealth and unrealised gains could accelerate exit plans, because in a high income-tax state avoiding the levy may be as simple as moving to Texas or Florida.
