The White House said Donald Trump held a national-security meeting on Monday to discuss Tehran’s offer, and Karoline Leavitt said U.S. red lines remain clear: any deal to end the eight-week crisis must block Iran from obtaining a nuclear weapon. The Wall Street Journal and Senator Lindsey Graham both conveyed skepticism because Tehran appeared to seek immediate pressure relief first while deferring nuclear issues to later talks.

The proposal reported by Axios and others was that Iran would reopen the Strait of Hormuz if the United States lifted its naval blockade, agreed to a new legal traffic framework, and offered assurance against future military action; Iran would then delay broader nuclear negotiations. On a Russia visit, Foreign Minister Abbas Araghchi reiterated Tehran’s commitment to Moscow and said in messaging to Pakistan that the conflict could end if these security and maritime terms were met. The market reacted with a supply-tightness bias: Brent crude rose for the sixth straight session, finishing above $108 per barrel (about 0.68 USD/L), while U.S. crude closed above $96 per barrel (about 0.60 USD/L).

Foreign governments remained frustrated, including Friedrich Merz, who said the U.S. seemed being humiliated in Tehran talks. Middle East and European assessments still argued an interim arrangement is likely to take at least six months, reopening shipping before deeper nuclear constraints, but Donald Trump has tied any deal to resolution of the atomic program and said the blockade stays in force. Marco Rubio rejected an arrangement that effectively leaves the straits under Iran’s control. At the same time, Lebanon-Israel ceasefire disputes continued despite a three-week extension to mid-May; 14 people were killed in Lebanon (including two children), and Hezbollah Secretary-General Naim Qasem said the group would not disarm and rejected direct Lebanon-Israel talks.
