Russia may be gaining economically from higher oil and gas prices and a more cautious Western posture, yet the state’s own security institutions are now generating domestic backlash through a harsher domestic strategy. Mobile internet shutdowns in Moscow and St Petersburg began on March 6, lasted almost three weeks, and were only partly reversed, with officials justifying them as security measures against external threats.
The outages produced measurable economic and social costs: each day without service cost Russian businesses up to 1bn roubles (about $12m), while routine activities such as parking payments, food delivery coordination, and taxi booking were disrupted, underscoring how indispensable mobile internet has become. Telegram, with a 94m monthly reach, was singled out along with VPNs, and the Kremlin pushed users toward Max while a Levada and Novaya Gazeta poll found three-quarters describing mood as war weariness, signaling a shift away from the old balance between wartime operations and normal life toward visible discontent.
The pressure also hit the pro-war information ecosystem and elites, since Telegram was used even by top officials and bloggers who can earn up to 1.5m roubles a month mostly from ads. A ban originally due on April 1 was moved forward; the campaign’s depth is reflected in the case of pro-Kremlin blogger Ilya Remeslo, who on March 17 called for Putin to resign on Telegram and was then hospitalized on March 19, highlighting the regime’s growing trade-off between security control and regime legitimacy.
