The trend is clear in lawmaking—Britain’s 2023 National Security Act and 2024 foreign-influence registration regime, Germany’s 2024 lobbying rules, Canada’s 2025 inquiry finding China the most active state-based interferer, and France’s influence registration system—while high evidentiary standards keep prosecutions difficult.
