A WIRED analysis has identified dozens of public instances of European entities transitioning from American software to open-source or local alternatives. A key development is the European Commission's launch of official long-term plans to establish digital sovereignty by reducing reliance on US tech providers.

Practical applications of this shift span productivity tools, cloud hosting, and infrastructure. The European Parliament has replaced Google with Qwant, a French search engine, as its default option, while thousands of French civil servants utilize LaSuite, an open-source office suite. Despite the growing momentum to mitigate risks associated with data control, the US CLOUD Act, and FISA, complete independence remains an elusive objective. A European Parliament report highlights that US-based firms still dominate almost every layer of Europe's digital stack, from cloud computing to mobile operating systems. Nevertheless, regional leaders emphasize that geopolitical instability leaves no time for debate, necessitating immediate action to transition from discussion to execution.
