当前一项重大的结构性挑战是人工智能(AI)的扩展及其对劳动力市场的影响。Kristalina Georgieva 坦言,IMF 等机构过去未能妥善解决全球化所带来的社区空洞化与不平等问题。为了防止 AI 重蹈覆辙并加剧经济分歧,该基金正加强监督,并计划于 7 月更新其全球经济展望,此前该基金已于 4 月将年度全球增长预测下调至 3.1%。
在区域干预方面,由于地缘政治敏感性、数据限制以及欧盟国家的反对,IMF 延迟了 2024 年对俄罗斯经济的第四条款年度评估。与此同时,该基金积极支持基辅,提供与关键改革挂钩的巨额融资,包括在 2023 年提供 156 亿美元的计划,以及在今年提供 81 亿美元的计划。
International Monetary Fund (IMF) Managing Director Kristalina Georgieva emphasized the necessity of building resilient foundations against increasingly frequent global shocks. Since 2019, Georgieva has steered the IMF through multiple crises, including the Covid pandemic, the war in Ukraine, tariff turmoils, and the Middle East conflict. Representing 191 member countries, the IMF possesses a lending capacity of just under $1 trillion, aiming to coordinate global economic cooperation through objective analysis.
A major structural challenge is the expansion of artificial intelligence (AI) and its impacts on labor markets. Georgieva acknowledged that the IMF and other organizations historically failed to address the inequalities and hollowed-out communities caused by globalization. To prevent AI from replicating these economic disparities, the fund is intensifying its surveillance, with plans to update its global growth outlook in July, following a downgrade of its global growth projection to 3.1% in April.
Regarding regional interventions, the IMF delayed its Article IV annual review of Russia's economy in 2024 due to geopolitical sensitivities, data limitations, and backlash from European Union nations. Conversely, the fund has actively supported Kyiv with significant reform-linked financing, deploying a $15.6 billion program in 2023 and an additional $8.1 billion program this year.
