Internal emails reviewed by WIRED indicate that xAI added 19 portable natural-gas turbines at its Colossus 2 data-center site in Southaven, Mississippi, between late March and early May (about two months), bringing the operating total to 46 turbines. A spreadsheet column labeled “Total Power Output,” confirmed by Mississippi Department of Environmental Quality (MDEQ) spokesperson Jan Schaefer to denote per-turbine megawatt (MW) output, implies xAI added more than 500 MW of gas-turbine capacity since mid-March.

The buildout is unfolding during litigation filed in April by the NAACP with the Southern Environmental Law Center (SELC) and Earthjustice, alleging Clean Air Act violations for operating more than two dozen turbines without appropriate air permits and describing 27 turbines as a “personal power plant.” SELC lawyer Ben Grillot said a drone flyover in April revealed six additional turbines, but the MDEQ emails showed 19 new units; email dates indicate eight of the 19—representing more than 200 MW—were installed after the lawsuit was filed. NAACP legal filings also state the original 27 turbines total 495 MW, described as enough to power about 400,000 homes.

Regulators in Tennessee and Mississippi argue that because the turbines are nonstationary, they may operate for 1 year without permits under the Clean Air Act; however, MDEQ’s March permit for Southaven covered 41 turbines, and Schaefer told WIRED the 46 turbines referenced in the emails were not covered. Drone footage and public records suggest multiple turbines ran for weeks before the permit was granted; the NAACP has since sought an emergency injunction to shut down Colossus 2’s turbines. The same day the injunction was sought, Anthropic announced an agreement to use all computing resources at Colossus 1, and Elon Musk said training for “SpaceXAI” (after the SpaceX–xAI merger) had already moved to Colossus 2.
