英国与欧洲的脱钩使其站在欧盟之外,“特殊关系”也难以再有效护航,其国家地位因此更显脆弱。英国已在布鲁塞尔峰会前开始推动与欧盟更广泛接近,而技术整合的“显性优势”最为突出:欧洲科技市场规模接近4万亿美元,若资本市场联盟与数字单一市场完全落地将有更大空间,英国则贡献了200家独角兽,初创企业数量超过德国和法国总和,并拥有全球融资最充足的金融科技中心。

欧洲没有任何单一国家能独自匹敌美国和中国的AI主导地位,因为这种优势很大程度来自跨半球规模效应。欧洲要想竞争就必须按半球尺度行动,而近期十年内,欧洲风险投资已增长四倍,已稳步高于中国;同时技术人才跨美国与欧洲的流向首次出现“对等化”,美国去欧洲与欧洲去美国的比例已接近。

Britain’s rupture with Europe has left it outside the EU and beyond the old “special relationship,” forcing the country to rebuild influence from a weakened position. It has begun to argue for broader EU alignment before the Brussels summit, and the clearest technology upside from closer Channel integration is the near-$4-trillion European market, with further upside once a capital-markets union and digital single market are fully implemented, while Britain already contributes 200 unicorns, more startups than Germany and France combined, and the world’s best-funded fintech ecosystem.

No single European country can stand alone against U.S.-China AI dominance, since that dominance is largely driven by scale, so Europe must act at hemispheric scale. The trend is moving that direction: VC investment in Europe has quadrupled over the last decade, now comfortably above China, and flows of tech talent have reached near parity, with moves from the U.S. to Europe now as common as moves the other way.

The proposed next steps are concrete: the EU’s HPC program is about to fund five AI gigafactories, Britain should bid with EU peers and use the UK-EU trade review to secure mutual supercomputer access, join EIF’s late-stage tech scale-up fund-of-funds (which has already backed almost 12 unicorns), gain full Horizon Europe membership, and adopt the EU’s “28th regime” to replace the 27 overlapping compliance regimes. It should also ease visas and permit a top-10%-earners labour exception across a wider European area including Iceland, Norway and Ukraine; if London deepens EU reintegration and relaxes restrictive AI rules, the UK-EU stock of capital, ideas and talent could become a continental growth engine.
