In response to the UK Financial Conduct Authority's Mills Review, she warns that rushing to apply traditional financial activity regulations directly to general-purpose AI could be counterproductive, potentially forcing AI tools to withdraw and depriving consumers of democratized expertise and crucial financial help.
Given that AI is inherently general-purpose and global, regulators need to step back and adopt a broader, fundamental rethink rather than letting the financial sector alone dictate governance. To prevent UK consumers from being disadvantaged with restricted tools compared to other markets, Burnett advocates collaborating with providers on clear guiding principles, establishing localized UK trusted data sources, and helping users discern when automated advice is reliable or requires human intervention.
This proposed perspective does not mean abandoning regulation; rather, an agentic future will reinforce the importance of trusted, regulated institutions whose high standards and safety nets underpin consumer confidence.
