Demand indicators are strong: Dubai received a record 19.5m tourists last year (+about 5% y/y), Ras al-Khaimah aims to grow from 1.4m visitors to 5.3m by decade-end, and average visitor spend is $1,414 per trip, above Las Vegas and Macau.

Resident wealth deepens the target market: foreigners are 90% of the UAE’s 11m population, and nearly 10,000 millionaires with combined wealth of $63bn relocated there last year, the highest inflow globally. Wynn projects its UAE casino can generate $1.7bn in annual gross gaming revenue, implying a roughly $5.1bn addressable market if that figure is about one-third of total potential.

Policy liberalization has accelerated, including a civil-code amendment last month and the first online betting licence issued in November by a regulator created two years ago, which has also approved lottery and sports-wagering operators. But growth is constrained by strict licensing, high capital thresholds, and five-year plan requirements, while anti-money-laundering credibility remains central after the UAE’s FATF grey-list period from 2022 to 2024 and as online/sports betting in America already reaches just under half of traditional gambling GGR.
