On Jan. 3, after the U.S. operation that removed Nicolás Maduro, Venezuela moved from fear to mass “freedom” rallies, with Machado predicting rapid change and Trump expecting quick oil-driven profits. Yet the momentum is still mostly rhetorical: Delcy Rodríguez governs with U.S. support, elections are promised but undated, chavismo has lasted 27 years, and about 8 million people—roughly one-quarter of the population—have already left the country.

Investor sentiment is highly enthusiastic but mostly symbolic: private-company valuations are reported up about 20%, 55 investors recently visited, and around 20 foreign proposals in commodities have been aired, while hard committed capital remains scarce. Oil recovery is the core test, with output last year only about 1 million b/d versus nearly 4 million in the late 1970s, a possible short-term rise to 1.3 million, and a required about $183bn investment to reach 3 million b/d.

The binding bottlenecks are sanctions mechanics, payment delays, and weak legal guarantees: five major oil producers (about one-third of output) have exemptions to repatriate profits, while most oil revenue still must pass through the U.S. Treasury; inflation hit 618% in February, and about one-third of last year’s public spending was financed by money printing. Political change is equally uncertain—roughly 700 political prisoners have been released but 480 remain, over 1,200 protests were held in Jan–Feb, and more than 70 firms still await clarity on tax terms under the 180-day framework, so promised elections and expected growth from 2.4% to 12% remain far from secured.
