2025年国家卫健委发布新版三级医院评审标准,并在地方「十五五」规划中进一步收紧硬性指标,例如浙江省严格规定省办综合性医院单体床位不超过1500张、分院区不超过3个。以郑州大学第一附属医院为例,各项指标严重超出红线,直接导致其关闭仅营运一年多的西院区,编制规模从「一院五区」被迫缩减回「一院三区」,床位规模同步大幅裁减。
医疗支付体系与市场结构亦经历深刻重塑,支付机制由传统的「医生点餐、医保买单」全面转向「医保先买单、医生自助餐」的控费模式。与此同时,医疗机构生存压力急剧攀升,自2025年以来已有超过1200家民营医院注销停业,相当于以平均每天近7家倒闭的速度退场。

The 2025 National Health Commission accreditation standards and regional 15th Five-Year Plans enforced strict caps, such as Zhejiang limiting provincial general hospitals to 1,500 beds per entity and at most 3 branch campuses. Consequently, the First Affiliated Hospital of Zhengzhou University exceeded all regulatory thresholds and was forced to shutter its West Campus after just over a year of operation, shrinking from 5 campuses down to 3.
The medical insurance payment framework transitioned from retrospective fee-for-service to prospective budget constraints, reshaping hospital incentives. Concurrently, competitive and financial pressures intensified across the healthcare sector, culminating in the closure and deregistration of over 1,200 private hospitals since 2025, representing an average attrition rate of nearly 7 facilities per day.
