The proposals focus on remote islands near Japan’s maritime borders, particularly those with unidentified owners. Advocates argue that identifying and nationalizing such islands would clarify the status of Japanese territory, strengthen management, and reduce legal and security risks. The move is framed as an expansion of existing policy rather than a new initiative.
Japan has precedent for such actions. In 2017, the government nationalized 273 remote islands that serve as a basis for defining the country’s territorial waters and exclusive economic zone. Since then, security-driven debates have led some policymakers to argue that nationalization efforts should extend beyond border islands to reinforce long-term control and governance of outlying territory.
