Reforms effective May 1 abolished the typical 12-month fixed term and replaced it with rolling open-ended tenancies, gave tenants two months’ notice, and removed “no-fault” evictions unless a genuine reason such as sale or rent arrears is shown. The law also bans bidding above asking price for new lets and lets tenants challenge annual rent reviews in tribunal, with the new rent payable from the decision date, which strengthens tenant leverage while heightening return uncertainty for landlords.
Rent growth has accelerated recently: average annual increase was about 2.1% from 2005 to 2021, but 6.7% over the last four years, while rent burden as a share of median renter income fell from 40% to 33% (about 50% in London, largely unchanged). In 2024, one-third of landlords did not raise rents at renewal, 77% of tenants reported feeling physically safe, damp issues were reported by about 10% of private renters versus 7% in social housing, and 80% of landlords own four or fewer properties, suggesting thinner margins could reduce supply or quality.
