At the start of 2024, Anthropic, Google, Meta, and OpenAI were aligned against military use of AI tools, but by early 2025 all had reversed course. OpenAI rescinded its “military and warfare” ban in January 2024 and began collaborating with the Pentagon; Meta allowed Llama for defense use in November; Anthropic partnered with Palantir; and OpenAI announced a deal with Anduril. In February 2025, Google revised its AI principles to permit potentially harmful technologies. Within a year, AI militarization became normalized. The driver lies in the immense model-building costs and the defense sector’s stable, long-term funding, making the military an indispensable client for AI firms.

This shift marks the collapse of the “Silicon Valley Consensus.” Since the 1990s, U.S. tech and political elites had shared faith in globalization, deregulation, and innovation. Tech giants thrived under minimal oversight and close state alignment, extending to U.S.–China economic integration through the 2000s. By the late 2020s, however, geopolitical and security priorities replaced free-market liberalism. Investment, trade, and regulation now center on strategic competition, with technological decoupling and military industrialization at the forefront of U.S.–China rivalry.

A new “tech right” has risen, merging with national security institutions and supplanting globalist ideals. Venture capital firms such as Andreessen Horowitz fund defense startups, while worker resistance to military contracts has waned. Amazon, Microsoft, and Google signed multibillion-dollar defense cloud deals, and OpenAI added former NSA chief Paul Nakasone to its board in 2024. AI leaders like Sam Altman and Dario Amodei now frame AI as a “democracy versus authoritarianism” contest. The struggle between Silicon Valley’s liberal globalism and nationalist militarization defines the new order, signaling the end of America’s era of tech-driven globalization.
