Satellite imagery and analysis reviewed by WIRED reveal that at least a dozen suspected new scam compounds in Myanmar's war-torn Myawaddy region have been built or significantly expanded over the past six months. The International Justice Mission identified at least twenty-five alleged scamming sites that have appeared since early this year, with forests cleared and land flattened to make way for dozens of buildings and supporting infrastructure. This apparent growth demonstrates that the Myanmar military junta's highly publicized crackdown on compounds late last year did little to curb the enormously profitable criminal scamming industry.
Over the past decade, scam compounds—often run by Chinese organized crime groups—have proliferated across Myanmar, Cambodia, and Laos, stealing billions of dollars worldwide through elaborate cryptocurrency and romance scams. The day-to-day operations rely heavily on human trafficking victims: people from over sixty countries are lured by false job promises, then forced to scam around the clock, with passports confiscated and physical abuse used to enforce compliance. Hundreds of thousands of trafficking victims have been trapped in these compounds in recent years, making the situation a full-scale global crisis that has prompted international sanctions.
Anti-trafficking organizations report that despite last year's raids, the criminal entities behind the operations remain largely untouched. When a compound is raided, operators simply relocate victims to other sites; drone footage has confirmed that nine previously emptied locations are now repopulated with new victims. Furthermore, at least half of the newly identified compounds continue to use SpaceX's Starlink satellite internet system, and it remains unclear why the company cannot shut off connections to known scam locations despite US law enforcement having ordered the seizure of some Starlink terminals used at these sites.
