Russia has upgraded its arsenal with jet-powered Shahed drones linked via adaptive radio mesh networks capable of hunting moving targets like locomotives, backed by an annual production target of 24,000 jet-Shaheds alongside over 100 ballistic missile launches per month; furthermore, Moscow is developing an indigenous Starlink-style satellite network slated to confer severe deep-strike advantages by 2027. Amid acute shortages of Western interceptors such as Patriot systems, Vladimir Putin aims to sap Ukrainian morale and cripple its wartime economy, capitalizing on domestic tensions over political centralization and corruption to erode front-line resolve.

Countering this assault requires urgent intervention that is currently stymied by political hesitation and severe financing delays. While expanding Ukraine's Starlink access over western Russia would help eliminate mobile missile launchers, escalated fears in Washington and from Elon Musk impede authorization. Crucially, promised Western funding has lagged: of the $60bn in bilateral military aid pledged by NATO allies this year, significant sums remain unfulfilled, leaving Ukrainian commanders confronting a gaping $27bn budget deficit even as they aim to deploy 10m battlefield drones this year; while the European Union’s €90bn ($103bn) support package remains broadly on track, disbursements must be accelerated to stave off economic collapse.

For Europe, doubling down on financial and military backing for Ukraine has transformed from an act of altruism into an imperative of raw self-interest. Following Donald Trump’s withdrawal of American financial backing, Europe stepped in, yet now confronts domestic populist-right resistance against sustained expenditures. However, Vladimir Putin already views Russia as being in active conflict with Europe, and his forces are refining high-volume, asymmetric drone and missile tactics daily. Unprepared for this automated warfare, Europe must urgently fund Ukraine’s burgeoning defense industry to mass-produce cheap domestic interceptors, recognizing that Ukraine is the essential testing ground and frontline shield for Europe's own future security.
