Although domestic overcapacity and American tariffs compel Chinese exporters to rely heavily on European consumption—alongside targeted dependencies on Dutch lithography equipment and aerospace components—punitive tariff threats alone remain insufficient. As demonstrated by the collateral costs of American protectionism, credible economic deterrence requires structural diversification and regulatory relief. The EU must forge free-trade agreements with resource-rich nations like Brazil and Canada to secure rare earths while dismantling compliance red tape, as European leverage will remain critically undermined without robust, independent alternative supply chains.
