This growth shortfall reflects chronic domestic demand deficiency caused by high household saving propensities, a five-year property sector depression, and weakening manufacturing capital expenditure. Although authorities enacted modest baby bonuses and rolled out mortgage subsidies for small-apartment buyers on September 29th, these fragmented palliatives remain inadequate to revive consumer morale or stabilise real-estate valuations.

To overcome domestic stagnation and deflationary headwinds, policymakers unveiled an expansive 25trn yuan ($3.7trn) capital expenditure programme over five years targeting "six networks": electricity, computing, telecommunications, logistics, water, and pipelines. Equivalent to 3% of projected cumulative GDP over the next five years, this initiative is engineered to construct the foundational architecture for a superintelligent digital economy while back-filling deficient urban municipal systems like flood containment. If front-loaded, this capital expenditure will generate robust immediate domestic absorption, lift nominal wage growth, and consume manufactured surpluses domestically.

Importantly, this infrastructure push circumvents previous structural pitfalls by rejecting local land-sale financing and precarious off-balance-sheet vehicles in favour of long-term government bonds, policy-bank lending, and balance-sheet investment by state-owned enterprises such as China Mobile. By prioritising system modernisation over speculative construction under tighter fiscal oversight, this stimulus mirrors post-2008 rebalancing, which compressed China's external current-account surplus from 10% of GDP in 2007 to 1.5% a decade later, stimulating worldwide aggregate demand while postponing structural stagnation.
