A report by the Institute for Strategic Dialogue (ISD) reveals that mainstream social media platforms, despite having explicit policies against nonconsensual intimate imagery, are serving as major gateways to "nudify" apps and websites. Between December 2025 and March 2026, social networks drove over 5.7 million visits to nudify sites, with YouTube alone accounting for 1.82 million visits—more than 30 percent of all referrals—through videos that reviewed, promoted, and even provided promo codes for these tools. X ranked second with over 1.3 million visits, directly contradicting both platforms' stated content policies.

The report highlights that nudify tools are alarmingly cheap and profitable, with some charging as little as one dollar per image while the industry collectively generates an estimated 36 million dollars in annual revenue. Victims commonly include current and former partners as well as family members such as sisters and cousins. Researchers were struck by the finding that motivations often extend beyond sexual intent, with many users seeking to damage targets' careers and reputations. In January 2026, X faced intense backlash when its AI chatbot Grok was exploited to create nonconsensual nude images, including those of minors, prompting the company to restrict the feature to paid users.

On the legislative front, the US federal Take It Down Act, fully effective since May 2026, requires platforms to remove nonconsensual images within 48 hours of a takedown request, and Minnesota became the first state to specifically ban nudification apps. Despite these legal measures, the ISD report finds that nudify tools have only become more widespread and user-friendly. The organization calls for coordinated, system-wide responses encompassing platform regulation, policy interventions, and digital literacy education in schools. Yet with deepfake incidents reported in over 90 schools worldwide, the proliferation of these tools shows no sign of abating.
