Following the capture of Venezuelan dictator Nicolás Maduro by US special forces, prospects for a democratic transition are improving largely due to direct diplomatic efforts led by US Secretary of State Marco Rubio. Facilitated by robust American influence, the Venezuelan regime and the opposition concluded a first round of high-stakes negotiations on August 12th, producing a framework agreement on judicial reform and establishing momentum toward implementing fair electoral standards by December.

Restoring democracy and the rule of law is essential both for long-suffering Venezuelan citizens and for attracting foreign investment to rehabilitate the country's depleted oil sector. However, substantial hurdles persist, including the ruling clique's long history of broken agreements and the political vulnerability of an opposition heavily reliant on American security. Moreover, ordinary citizens have seen little direct benefit from US-held oil revenues, creating risks that protracted talks could erode public trust and allow the regime to renege.

To safeguard the transition, America must insist on a definitive timetable culminating in presidential elections in 2027 while ensuring full transparency regarding the custody and disbursement of frozen oil revenues. Furthermore, opposition leader María Corina Machado must be allowed to return from exile, ensuring that comprehensive political agreements retain domestic legitimacy and providing popular mobilization capacity should diplomatic or political complications arise.
