日本政府将以「AI翻译人才培育＋盗版站侦测自动化」来抑制海外漫画盗版，避免读者转向非法网站而使出版商蒙受巨额损失。文化厅同时推动可自动侦测非法站点的AI，并研议进一步自动送出下架申请与对站方发出警告；目前多由出版社人工巡查，成本高且耗时。

产业调查显示，约900个以日本出版品（主要为漫画）为主的盗版网站，在2025年6月单月就来自123个国家与地区累计2.8亿万次（2.8 billion）造访，浏览量达14亿册（1.4 billion volumes）。据估算，盗版造成每月约7048亿日圆（704.8 billion yen）销售损失、年化约8.5兆日圆（8.5 trillion yen），甚至高于日本内容产业2023年创新高的海外销售额5.8兆日圆（5.8 trillion yen）。

政策端将在2025财年（截至3月31日）受理补助申请，对数十所大学、专门学校与业界团体提供每案1亿日圆（100 million yen）补助，用于教授漫画专门翻译技巧与AI运用。民间工具如东京大学新创Mantra支援18种语言，可把翻译时间减半，已达每月翻译20万页（200,000 pages）约等于1000册；出版社仍需人工微调以兼顾准确与语感。企业端亦以提高正版供给对抗盗版：小学馆目标在4年内把海外销售占比由3%–4%提升到10%；现况估计每年出版漫画仅约10%被译成英文，政府则以2033年前把海外销售提高到20兆日圆（20 trillion yen，超过三倍）为目标。

Japan plans to curb overseas manga piracy by combining faster, AI-assisted translation with automation to detect illegal sites. The Agency for Cultural Affairs is developing AI to automatically find piracy sites, and is considering automating takedown requests and warnings; publishers currently rely on manual checks that are slow and labor-intensive.

An ABJ survey estimates roughly 900 piracy sites focused on Japanese publications (mainly manga) drew 2.8 billion visits from 123 countries and regions in June 2025 alone, with 1.4 billion volumes viewed. The resulting losses are estimated at 704.8 billion yen per month (about $4.5 billion) or 8.5 trillion yen annually—exceeding Japan’s record 2023 overseas content-industry sales of 5.8 trillion yen.

To reduce the translation gap that fuels piracy, the government will subsidize training programs that teach manga-specific translation skills and how to leverage AI. Applications open in fiscal 2025 (through March 31), with subsidies of 100 million yen each, targeting dozens of universities, vocational schools, and industry groups. Private tools are scaling: Mantra supports 18 languages, halves translation time, and translates 200,000 pages per month (about 1,000 volumes), though humans still fine-tune for accuracy and fluency. Shogakukan aims to lift overseas sales share from 3%–4% to 10% within four years; only about 10% of annually published manga is translated into English, and Japan targets 20 trillion yen in overseas sales by 2033 (more than triple).
