Japan is actively courting Middle Eastern capital, highlighted by Mujin Inc.'s $133 million equity raise led by Qatar's sovereign fund and a Saudi forum in Tokyo attended by top Japanese financial executives. More than 300 cooperation agreements have been signed between Japan and Saudi partners since 2017, signaling a sharp increase in formal economic ties.

Japan's energy reliance makes it particularly vulnerable, with 90% of its energy and over 60% of its calories imported, intensifying the need for diversified partners. Saudi Arabia's Public Investment Fund expects its cumulative investment in Japan to more than double from $11.5 billion between 2017 and 2024 to around $27 billion by 2030, underlining a steep projected growth trajectory.

Japan supplies roughly one third of global chip fabrication tools, over half of the world's silicon wafers, and controls 90% or more of key semiconductor materials such as photoresist, fluorinated polyimide, and high-purity hydrogen fluoride. It also produces much of the non-Chinese rare-earth magnet inputs and hosts firms like EdgeCortix, which sees massive dual-use opportunities in 5G and AI as Saudi Arabia's National Semiconductor Hub backs power-efficient systems for both defense and telecom infrastructure.
