In Shenzhen, an 18-million-resident megacity, the ride-hailing market is officially saturated, with over 140,000 licensed cars and 400,000 drivers by the end of April. Nationwide, approximately 7.5 million people have turned to ride-hailing as a last resort fallback after losing other employment.
Drivers in Shenzhen average only 13.1 fares per day, down from a decent target of 30, which fails to cover living costs with minimum fares set at just 10 yuan ($1.48). This economic pressure has led many migrant drivers to sleep in their cars to avoid rent expenses.
As major cities struggle to absorb surplus labor, a record number of migrant workers in 2025 gave up on urban employment and returned to their home provinces. The saturation of the ride-hailing market highlights the challenges China faces in relying on its urban service sector for future economic growth.
