Although Tokayev promised to dismantle the "super-presidential" autocracy established across three decades by his predecessor Nursultan Nazarbayev, structural power remains heavily concentrated; while a single presidential term limit was enacted in 2022, the Constitutional Court recently ruled that Tokayev possesses the legal right to a "first" term under the new constitution—mirroring term-reset mechanisms employed by autocrats in Russia and Turkey. Consequently, whether Tokayev steps down when his current term expires in 2029 constitutes the ultimate test of Kazakhstan's democratic pretensions.
