With the national debt stock doubling to $40trn over the past decade, net interest expenses now consume roughly a fifth of federal tax revenues as Washington refinances maturing paper at borrowing costs unseen in two decades. In response, Treasury Secretary Scott Bessent diagnosed the spike as a temporary “fever,” launching an aggressive “twist” intervention on August 19th that deployed short-term debt and potentially tapped the $1trn Treasury General Account to conduct buybacks of long-duration bonds.
However, Treasury buybacks expanded on September 9th failed to halt rising yields, revealing that the administration misdiagnosed the structural foundations of the sell-off. While Brent crude climbing above $100 per barrel, domestic diesel exceeding a record $6 per gallon, and persistent questions surrounding Federal Reserve independence exacerbated market turbulence, stable long-term inflation pricing indicates these cyclical shocks are secondary. The decisive catalyst is a fundamental capital imbalance: enterprise investment in artificial intelligence has turbocharged the demand for debt financing, forcing bondholders to demand higher risk premiums. Crucially, this historic borrowing surge coincides with a structural retreat by traditional institutional buyers, as China divests amid geopolitical frictions, Gulf petrostates redirect capital domestically, Japan liquidates Treasuries to defend the yen, and Norway’s sovereign wealth fund re-evaluates its American exposure.
Rather than suffering a pathological fever, the bond market is executing a controlled burn to reallocate capital toward transformative, productivity-enhancing private-sector investments. Scott Bessent’s administrative market manipulations risk distorting price signals, debasing the dollar, destabilizing global finance, and degrading the haven status of Treasuries. Instead of suppressing yields, Washington must enact genuine fiscal restraint to curb federal borrowing and cease weaponizing trade and payment architectures that alienate foreign capital. Elevated Treasury yields should not be treated as a policy aberration, but rather as an essential structural repricing that must be accommodated to channel capital into sustainable, long-term technological productivity.
