Ahead of next year’s 21st Communist Party Congress and the Central Committee plenum scheduled for October 26th to 29th bringing together roughly 370 leaders, China confronts an impending generational transition beneath 73-year-old Xi Jinping. Following the systematic dismantling of sixth-generation patronage networks—under which roughly one-fifth of the Central Committee’s voting members were purged over the past five years, including the expulsion of 76-year-old general Zhang Youxia on September 21st—the emerging seventh generation is ascending. With customary retirement thresholds mandating departure at 65 for senior cadres and 68 for Politburo members, approximately two-thirds of the Central Committee will step down next year, projecting seventh-generation representation to surge from 8% to over 40%.
Born in the late 1960s and 1970s, this incoming cohort differs markedly from its predecessors. Having avoided the educational disruption of the 1966–76 Cultural Revolution and matured during the intellectual opening of the 1980s, these officials possess advanced technocratic qualifications. Research by scholar Li Cheng indicates that over half of the top hundred seventh-generation cadres hold doctoral degrees, with one-third educated in engineering alongside heavy concentrations in economics and finance. Key rising figures include 54-year-old Shanghai acting mayor Zhu Zhongming, 56-year-old Zhejiang governor Liu Jie, 55-year-old Communist Youth League chief A Dong, Harvard-educated Beijing mayor Yin Yong (57), and Fujian official Guo Ningning (56), reflecting significant state enterprise and international commercial experience.
Despite their formative exposure to 1980s ideological liberalization, cadres undergo rigorous institutional socialization and political vetting under Mr Xi's centralizing doctrine. At the apex of power, all but one of the six Politburo Standing Committee members alongside Mr Xi are eligible for retirement at next year's congress. While Mr Xi is unlikely to designate an immediate heir-apparent to avoid diluting his authority, generational elevation will become inescapable by the 22nd Party Congress in 2032, when Mr Xi reaches 79. Selecting an eventual successor from this technocratic cohort without established historical loyalties risks repeating the volatile succession struggles that previously characterized the Mao Zedong and Deng Xiaoping eras.
